the black plastic part is a component of the AIV system - it lets air into the exhaust pipes. It is also connected to the vacuum system, there are components on both sides like you have there. if removed you need to check for open vacuum lines and also make sure the exhaust is sealed up (I used one of the 2 part epoxy sticks available http://www.selleys.com.au/putty/epoxy/knead-it-multi-purpose/) - if it is aftermarket the connections may not be there on the exhaust pipes.
