This had been on the is forums for a while... From what I understand somebody had one of the covers snap and jam the throttle return mechanism open. It's an isolated incident, blanket recall without determing the cause of the failure seems a bit hysterical to me. I can't see how they can snap if correctly installed and you don't do something to stress the folded section (like leaning on them etc while working on the motor). Mine are staying on!!
