Error Code 21. Need some help

I have a problem. after removing the engine and upgrade stock turbos with All wires and every thing are connected correctly. Its giving me a fault code of 21. which is the Ignition unit (correct me if I'm wrong). Changed it and still come up with same code. any one knows what else might be triggering it?

 

Check the earthing points on the plenum. You miss these and you can short the ptu.
