Yeah still have ACT rego... The defect wasnt for noise either (as after sound test it came below the mark). I just got done for 'non standard' exhaust which is somewhat annoying

I am sorry that is not delectable. Otherwise ever exhaust shop would go out of business. If it passes the sound meter it is not a defect, regardless what mr plod puts on the defect. However if it was due to different cats that is a different story.

    Write to your local pollie

If that is the case then I would write to my local politician, and the state transport minister and their opposition. Make sure that they see in your letter that you have sent it to the other members.
These people work for you and are under law required to answer you correspondence.
Word the letter clearly, short, and with out emotions. Explain what happened, the age of your car (as it precludes stock replacement), put a copy of the defect notice, and ask that they investigate this as it is not "in accordance with state and federal transport acts."
IF you get no answer, send it to the Transport Department Ombudsman, explaining you attempted to have it investigated as it appears the Administrative element of the Government is making Legislative changes without Parliamentary Authority.
Trust me that this will resolve you issue.
