thats a window cowl... passenger side always cracks... good luck finding one, they are hard to come by in good nic second hand

Best to get a brand new replacement because most of the second hand ones will have the same problem as yours and everyone elses now that the cars are over 20 years old. Nissan Japan is where you can get them new. But be prepared to pay around $100 for it.
I want one but I'm keen to get a fiberglass replica too... Why the hell would they fail you for a roadworthy with a damaged windscreen cowl?
Why would you buy ebay when you could deal direct with A-Bris-Z, who is the same person on ebay. Check out his web page you might get a few more part names there as well. Hes's a great guy to deal with and very straight up.
